CALL FOR PROPOSALS
Capacity Building in Nompumelelo - the Open Society Foundation for South Africa’s Crime and Safety Project

1. Background
In 2008 the CJI embarked on a new strategy focussing on supporting the development of complimentary approaches of law enforcement and the promotion of safety. The aim is to look at a dual approach to keeping citizens safe in the context of current crime levels with the intention of developing models for long term crime reduction. The project is being implemented as a partnership with the Provincial Governments in Gauteng, the Eastern Cape and the Western Cape. Sites indentified by the provinces are Orange Farm in Gauteng, Nompumelelo in East London in the Eastern Cape and Elsie’s River in Cape Town in the Western Cape. Safety audits are being conducted in the sites which will inform the development of safety plans. The OSF-SA will support the project with a combination of grant making, project management expertise and the facilitation of learning across the three sites.
2. Call for proposals - Nompumelelo Capacity Building Project
OSF-SA is looking to appoint suitably qualified individuals or organisations to undertake capacity building workshops/training in Nompumelelo in the Eastern Cape. The Nompumelelo capacity building intervention will aim to assist the community of Nompumelelo in their interaction with the OSF-SA Crime and Safety project and the implementation of the safety plan.
The successful applicant will be required to develop and implement training aimed at supporting the development of or, where they do not exist, helping to establish:
- A Police Sector Forum for Nompumelelo,
- A School Safety Committee that could link to the Safe Schools programme of the Department of Education and of the Department of Safety and Liaison,
- A Local Development Committee that could link with the Buffalo City Municipality,
- An Alcohol and Liquor Committee that could work with the liquor board; and
- A men’s group focussing on initiation and masculinity issues.
- The sixth training module will bring together beneficiaries of each of these processes for training on crime prevention.
The successful service provider/s will be expected to design, present and report on the delivery of the capacity building interventions. Service providers can make application for all interventions or for single focus areas.
The contract/s will be awarded before the end of 2008 with expected commencement of the training by 31 January 2009.
OSF-SA is aware that once-off training is not sustainable and that follow up refreshers courses are required. Although not included in this call for proposals, follow-up training is envisaged to take place in 2009 to consolidate learning.
3. REQUIREMENTS OF YOUR PROPOSAL
Your proposal should include the following:
- A one page executive summary.
- A discussion of the design of the intervention, including the specific training methodology.
- A detailed budget and time-frame. The total budget inclusive of all six training interventions should not exceed R200, 000.00.
- A short resume documenting you or your organisation’s track record and qualifications in terms of undertaking this type of work.
4. TIME FRAMES
- Applications should be submitted to the OSF-SA no later than 28 November 2008.
- The successful applicant will commence work by no later than 31 January 2009.
- All outputs as described will need to be completed by July 2009.
OSF-SA reserves the right not to award this contract.
